Key takeaways
- Unwrought aluminium (CN 7601) from India carries a CBAM default value of 1.87 tCO2e per tonne, against 2.203 for countries without their own value.
- Indian grey Portland cement (CN 25232900) is 1.48 tCO2e per tonne and grey clinker 1.44; urea (CN 31021019) is 2.22 and anhydrous ammonia 3.28.
- Defaults rise with a mark-up: 10% in 2026, 20% in 2027 and 30% from 2028 for aluminium and cement; fertilisers carry a flat 1%.
- For aluminium only direct emissions are in scope. Cement and fertiliser defaults include an indirect (electricity) component.
When an EU importer cannot get verified actual emissions from the producer, CBAM charges the good at a default value: an official figure in tonnes of CO2e per tonne of product, set per CN code and country of origin. For Indian exporters of aluminium, cement and fertilisers, that number decides what your EU buyer pays when you send no data.
The values come from Implementing Regulation (EU) 2025/2621, Annex I, as corrected by Implementing Regulation (EU) 2026/1740, which applies retroactively to 1 January 2026. The tables below are read directly from the Commission's corrected workbook (version 2, dated 6 August 2026). Steel has its own worked cost example.
Aluminium from India
For aluminium, indirect emissions are not part of CBAM, so the default is direct emissions only. Values rise with the degree of processing: unwrought metal is the lowest, and sheet, foil and containers the highest.
| CN code | Good | Default value |
|---|---|---|
| 7601 | Unwrought aluminium | 1.87 |
| 7603 | Aluminium powders and flakes | 3.071 |
| 7605 | Aluminium wire | 2.594 |
| 7606 | Plates, sheets and strip, over 0.2 mm | 4.126 |
| 7607 | Aluminium foil | 4.126 |
| 76041010 | Bars and rods | 3.413 |
| 76041090 | Profiles | 3.444 |
| 7608 | Tubes and pipes | 3.444 |
| 7612 | Casks, drums, cans and boxes | 4.126 |
| 7614 | Stranded wire and cables, not insulated | 3.413 |
| 76101000 | Doors, windows and frames | 3.444 |
Cement and clinker from India
Cement defaults include a small indirect component for the electricity used. The workbook rounds each figure, so direct plus indirect can differ from the total in the last digit.
| CN code | Good | Direct | Indirect | Total |
|---|---|---|---|---|
| 2523100090 | Grey clinker | 1.39 | 0.05 | 1.44 |
| 2523100010 | White clinker | 1.35 | 0.07 | 1.41 |
| 25232900 | Grey Portland cement | 1.39 | 0.09 | 1.48 |
| 25232100 | White Portland cement | 1.33 | 0.14 | 1.47 |
| 25233000 | Aluminous cement | 2.05 | 0.24 | 2.29 |
Fertilisers from India
Fertilisers cover 27 CN codes for India. The most traded are below; nitrogen-heavy products such as ammonia and ammonium nitrate carry the highest values.
| CN code | Good | Direct | Indirect | Total |
|---|---|---|---|---|
| 28141000 | Anhydrous ammonia | 3.06 | 0.22 | 3.28 |
| 31021019 | Urea, over 45% nitrogen | 2.05 | 0.17 | 2.22 |
| 31023090 | Ammonium nitrate | 2.18 | 0.16 | 2.34 |
| 31024090 | Ammonium nitrate with calcium carbonate | 1.89 | 0.15 | 2.04 |
| 28080000 | Nitric acid | 1.94 | 0.07 | 2.01 |
| 31022100 | Ammonium sulphate | 0.89 | 0.12 | 1.01 |
| 31053000 | Diammonium phosphate (DAP) | 0.72 | 0.09 | 0.81 |
| 31054000 | Monoammonium phosphate (MAP) | 0.45 | 0.07 | 0.53 |
| 31052090 | NPK fertilisers | 0.66 | 0.11 | 0.77 |
Hydrogen (CN 28041000) from India has a default value of 14.03 tCO2e per tonne, direct only.
The mark-up, year by year
In the definitive period the default is increased by a mark-up, so it costs more each year to rely on it instead of real data.
| Import year | Aluminium, cement, hydrogen, steel | Fertilisers |
|---|---|---|
| 2026 | +10% | +1% |
| 2027 | +20% | +1% |
| 2028 onward | +30% | +1% |
Worked example: 500 tonnes of unwrought aluminium
An Indian smelter ships 500 tonnes of unwrought aluminium (CN 7601) to an EU buyer and supplies no actual data. On the default value, embedded emissions are 500 × 1.87 = 935 tCO2e. With the 2026 mark-up of 10% the importer declares 1,028.5 tCO2e; the same shipment in 2028, at 30%, is 1,215.5 tCO2e.
What the importer then pays depends on the certificate price and the free-allocation deduction, which shrinks each year. The steel example works through both.
When the default stops applying
- The importer can declare actual embedded emissions instead, if the producer supplies them and an accredited verifier has verified them.
- Actual data removes the mark-up and replaces the national default with the installation's own intensity.
- Precursors count: aluminium products made from purchased unwrought metal carry that metal's embedded emissions too, so ask your suppliers for theirs.
- Importers bringing in 50 tonnes or less of CBAM goods a year are outside the obligation; most regular industrial buyers are above it.
ZeroCarbon's CBAM module looks up these default values by CN code and country of origin, compares them with an installation's actual data, and prepares the communication file an exporter sends to the EU importer.
